Do you mean by "chuck the return cable" that you don't connect it?
I bought my dr a few months ago - I just found out that the return throttle cable isn't connected (although its cable-tied to the pull cable) is the return cable mainly a safety to stop the throttle sticking open?

Yes, the return cable is a safety feature. Four strokes have a strong vacuum (compared to two strokes) and can cause the slide to hang momentarily.
